The Global Architecture of Social Norms: Content and Enforcement

Societies differ not only in how strongly norms are enforced, but in who enforces them. We ask participants in 92 societies, surveyed in 44 languages, to describe rules and expectations in their own society, and for each one to report who ensures compliance, how widely it is followed, and how costly violation is. Using multilingual sentence embeddings, we build a bottom-up taxonomy of what societies regulate, then characterize each society's enforcement architecture: which agents are named — public institutions, private institutions, religious authorities, close networks, the broader community — on which domains, with what perceived compliance and severity.
